We know being a landlord is challenging, and one of the hardest tasks relates to complying with regulations. Landlords must ensure tenants stay in a safe rental property, but of course, this has been a more difficult task in the past 12 months.
Meeting the April EICR deadline
While safety is paramount for landlords and tenants in the present circumstances, it is vital that you comply with regulations.
In April 2021, the EICR (Electrical Inspection Condition Reports) apply to every rental property.
The system has been in place for properties let after June 2020, so many landlords haven’t had to react to the changes until now.
The inspection must be undertaken by a qualified electrician who is on the registered competent person list.
You would think this would be straightforward, but as we deal with the pandemic, it is far from straightforward. You would like to think the lockdown period will be over before the regulations apply to most landlords.
However, even if things move forward, it doesn’t leave a lot of time to arrange a professional to visit a rental property, and conduct a test.
Many landlords struggled to arrange for an electrician to attend and review a property in relation to the Green Homes Grant Scheme last year, and a similar situation might unfold in 2021.
You also have to respect the feelings of tenants who are uneasy at welcoming people they don’t know into their home. Some tenants might be shielding, while others might have the Covid-19 virus. However, there is a need to strike a balance between supporting tenants, and ensuring rental properties meet the expected standards.
Carrying out inspections in between tenants
If possible, the easiest way to conduct the EICR is to arrange for it to be carried out between tenants. The certificate lasts for a total of five years, so if there is a vacant period, arranging the test for this time will provide you with long-term support.
Of course, if you don’t have a planned vacant period before EICR regulations must be met, you must find a solution.
As is often the case, it is helpful if you communicate with tenants.
Explain the situation to your tenant, and impress on them how vital it is that the test is conducted as soon as possible.
There might be a time-frame where they will be out of the house which will allow the EICR test to be carried out in their absence.
This is a great starting point, and of course, you should impress on the tenant the steps which will be taken to ensure the rental property is kept safe, and cleaned, after the test.
